A man accused of harassing and terrorizing over a dozen locals while wearing a “Chucky” Halloween mask in Philadelphia, Pennsylvania, has been identified and potentially has fled the state, according to local authorities.

Police had been searching for the masked suspect since Wednesday when he approached and reportedly chased multiple people around Center City and Philadelphia City Hall while recording them on his phone.

Smith said he believes the suspect filmed the interactions either for social media content or for “his own sick personal amusement.”

Captured on a surveillance video, Hughes notably chased after one 40-year-old unnamed female jogger, asking her “Are you ready to die?”

The victim then ran away, screaming for help as Hughes chased after her. The incident resulted in the woman severely injuring her leg, and later pressed charges, according to Smith.
